Dandelion Seeds can be found in the wilderness of Mondstadt and at Mondstadt gates. They are also being sold by Karpillia for way too much mora (up to 5 per 3 days).

A tiny seed that rides on the wind. Even without its feathered wings, it still holds the hope from afar within.
